Superintendent Trosclair recognized and thanked the Comeaux High School Performing Arts students and Director Jennifer Horrigan for their performance at this evening’s Board Meeting. She also introduced, recognized, and thanked the students of the Paul Breaux Middle School Choir and Director Dr. Rendell James for their performance of Christmas musical arrangements. Dr. James also shared with everyone some of the special recognitions received by the group.

Information: 2.1 ACADEMICS: 2023-2024 Coordinated Funding Request for Early Childhood - Rabalais/Duay/Thibodeaux E.
Emmy Thibodeaux, Early Childhood Network Supervisor, gave the Board an update and shared information regarding the process for the 2023-2024 Coordinated Funding Request for Early Childhood. She also stated the purpose of the Coordinated Funding Request is to request seats for 4-year-old children through the LA-4 and NSECD programs for the 2023-2024 school year.

Board Member Kate Labue gave the Board and update on the Comeaux High School needed repairs. She also thanked the LPSS administration and staff for the continued progress and completion of special projects at Comeaux High.
Information: 2.3 FINANCE: ASBO Certificate of Excellence and GFOA Award of Financial Reporting Achievement for the FY 2020-2021 Annual Comprehensive Financial Report-Dugas/Mouton
Matt Dugas, Assistant Superintendent-Business Services, informed the Board that LPSS received ASBO Certificate of Excellence and GFOA Award of Financial Reporting Achievement for the FY 2020-2021 Annual Comprehensive Financial Report and that in the past the LPSS GFOA report was used as an example at a national conference on how to prepare these reports.

SCHOOL LETTER GRADE RECOGNITION DAY (DISTRICT AND SCHOOL PERFORMANCE SCORES RECOGNITION DAY)
WHEREAS, the Lafayette Parish School System community has made tremendous efforts toward student achievement; and,
WHEREAS, results from recently released school and district performance scores show that Lafayette Parish School System students have achieved stellar growth across several areas as assessed by the Louisiana Department of Education accountability system for the 2021-2022 school year; and,
WHEREAS, the district’s performance score increased to 84.6, growing 5.7 points since the last letter grades were released; and,
WHEREAS, Lafayette Parish School System has maintained its “B” letter grade and,
WHEREAS, 16 schools received a letter grade in 2019 earned at least one letter grade higher for the 2021-2022 academic year; and
WHEREAS, five Lafayette Parish Schools: Carencro High School, Myrtle Place Elementary, Southside High, Lafayette Middle and J Wallace James Elementary School earned double digit point increases; and,
WHEREAS, Lafayette Parish School System no longer has an F-rated school and its lowest number of D-rated schools on record; and
WHEREAS, Lafayette Parish School System has earned an A for student growth and is ranked #1 in district performance scores among large districts serving over 30k students. The district is 16th overall in state and district performance score rankings, climbing 13 spots from 2019. Additionally, Lafayette Parish School System is #5 in the state and leads regions IV and V in district performance score growth change for the years 2019-2022.
THEREFORE, BE IT RESOLVED, that the Lafayette Parish School Board does hereby proclaim December 16, 2022 as School Letter Grade Recognition Day; and, asks all stakeholders to join in celebrating these achievements.

A resolution providing for canvassing the returns and declaring the results of the special election held in Consolidated School District No. 1 of the Parish of Lafayette, State of Louisiana, on Tuesday, November 8, 2022, to authorize the renewal of a special tax therein.
BE IT RESOLVED by Parish School Board of the Parish of Lafayette, State of Louisiana (the "Governing Authority"), acting as the governing authority of Consolidated School District No. 1 of the Parish of Lafayette, State of Louisiana (the "District"), that:
SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in Consolidated School District No. 1 of the Parish of Lafayette, State of Louisiana, on TUESDAY, NOVEMBER 8, 2022 (the “Election”), to authorize the renewal of a special tax therein pursuant to the following proposition (the “Proposition”):
MAINTENANCE TAX RENEWAL PROPOSITION
Shall Consolidated School District No. 1 of the Parish of Lafayette, State of Louisiana, continue to levy a sixteen and seven-tenths (16.7) mills tax on all property subject to taxation in said Consolidated School District for a period of ten (10) years, beginning with the year 2025 and ending with the year 2034 (an estimated $36,990,000 reasonably expected at this time to be collected from the levy of the tax for an entire year) for the purpose of giving additional support to public elementary and secondary schools, excluding capital improvements in said Consolidated School District?
This Governing Authority does further proceed to examine and canvass the returns of the Election thereof.
SECTION 2. Election Results. According to the official certified tabulation of votes cast at said Election, there was a total of 36,343 votes cast IN FAVOR OF Proposition and a total of 31,300 votes cast AGAINST Proposition, resulting in a majority of 5,043 votes cast IN FAVOR OF Proposition. The Proposition was therefore duly CARRIED by a majority of the votes cast by the qualified electors voting at the Election.
SECTION 3. Promulgation of Election Result. The results of said election shall be promulgated by publication in the manner provided by law, after receipt from the Secretary of State’s office of the actual costs of the election, as required by Act 205 of the Regular Session of the Legislature of Louisiana for the year 2019.
SECTION 4. Declaration. The foregoing results of the Election are hereby declared by this Governing Authority and shall be published as required by law.
SECTION 5. Procès Verbal. A Procès Verbal of the canvass of the returns of the Election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Lafayette, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.
This resolution having been submitted to a vote, the vote thereon was as follows:

Pursuant to the provisions of a resolution adopted by the Parish School Board of the Parish of Lafayette, State of Louisiana (the "Governing Authority"), acting as the governing authority of Consolidated School District No. 1 of the Parish of Lafayette, State of Louisiana (the "District"), on March 9, 2022, NOTICE IS HEREBY GIVEN that a special election will be held within the District on TUESDAY, NOVEMBER 8, 2022 and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:

The said special election shall be held at each and every polling place in the Parish of Lafayette, which polls will open at six o'clock (6:00) a.m. and close at eight o'clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541.
The polling places in the Parish of Lafayette are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.
The estimated cost of this election as determined by the Secretary of State based upon the provisions of Chapter 8-A of Title 18 and actual costs of similar elections is $85,500.
Notice is further given that a portion of the monies collected from the tax described in the Proposition shall be remitted to certain state and statewide retirement systems in the manner required by law.
The said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. WHEREAS, the Lafayette Parish School Board (LPSB) received notice from the Louisiana Economic Development (LED) of the application for an Industrial/Tax Exemption (ITEP) by Stuller, Inc.. bearing Application # 20200502-ITE having been approved by LED on October 26, 2022; and
WHEREAS, On November 29, 2022, LPSB notified LED that consideration of ITEP Application #20200502-ITE – Stuller, Inc. would be placed on the agenda of the meeting of the LPSB scheduled for December 7, 2022 and
WHEREAS, LPSB reviewed the application notice and set the matter for consideration at a meeting of the LPSB, held on December 7, 2022 in accordance with the rules of the Board of Commerce and Industry, specifically LAC 13:501, et seq; and
