Superintendent Trosclair gave the Board information and updates on the following:
Principals Month: This month is National Principals’ Month. We want to take a moment to recognize our LPSS principals who lead our schools. While students and parents see our principals during school hours, these school leaders work diligently behind the scenes both early mornings and late evenings to inspire excellence in our students and their staff each and every day. Please help me by thanking your principal this month.
SWD’s Progress Index for 2021: Our team has been working to close the opportunity gaps within our district. I would like to commend our Director of Special Education, Ms. Holly Ortego and her staff, who have worked over the last few years to close opportunity gaps for our students with disabilities. As a district, this subgroup progress index on state assessments is an 86.5/B which is outstanding! While many of our schools had an increase in the progress index for students with disabilities, 22 of our schools showed a double-digit improvement in this progress index. Even during a pandemic, our school leaders and teachers continue to push forward and provide instruction that meets the needs of all students. I am so proud of this growth.
LPSS Collecting Donated Uniforms for St. Charles Parish Students: Last month we held a district-wide fundraiser and through the generous support of students and staff raised over $16,000 to help the St. Charles Parish School District recover from Hurricane Ida. This month we are holding a uniform drive through October 15, 2021, parents can send gently used or new uniform donations with their students to any school in the district or community members can drop donations off at the United Way of Acadiana.
LPSS Recognized for Excellence in Financial Reporting: Our business services department has once again received a Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association for our comprehensive annual financial report (CAFR). The district’s 2019-2020 report was judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.
This year, LPSS has been further honored by its CAFR being selected by the Association of School Business Officials (ABSO) as one of only a few submissions (out of 563 total) to be shared on its website as a resource and example of how to prepare an effective financial report. It is evident that our accounting and finance team takes great pride in maintaining high standards for financial reporting.
African American Studies: I am pleased to share that we have successfully offered an elective course at Lafayette and Edgar Middle Schools focusing on African American studies. Approximately 30 students have elected to participate in this course. We look forward to reporting back to you the variety of learning opportunities and co-curricular activities that students will be a part of in this newly developed course.
TikTok Challenges: Like so many school districts across the country, LPSS is responding to theft and vandalism of school property and other concerning behaviors after students started posting videos of themselves on TikTok completing destructive challenges on school campuses.
This is a concerning trend, and what may have started as minor pranks, has now turned into costly repairs and replacements, restricted access to bathrooms, and other distractions from the important work schools are doing to keep students safe, and learning in person. Now we hear the challenges are escalating, and kids are being encouraged to hit or slap a staff member, moving from property damage to violence.
I do not consider these TikTok challenges to be innocent pranks. Serious disciplinary action will be imposed on students for being destructive or displaying any inappropriate behavior and restitution will be made for damaged property. Furthermore, theft, vandalism, and striking a teacher will lead to police involvement as charges will be filed.
While these challenges highlight the negative effects of peer pressure sometimes found on social media, this is a good opportunity to discuss with your child appropriate technology use and being socially responsible. We want to encourage our students to have pride in our schools and to always be respectful of school property, their peers, and of school staff members.
Book Donation: Last month we celebrated National Literacy Month. We want to thank our community partner Junior League of Lafayette who donated novels to LPSS this month. These novels are being distributed to students so that they can have their own copy to bring home and read outside of the classroom. We appreciate our community members who help our students grow and learn.
Transportation Event: The Bayou Church will host a drive thru event for our transportation department on October 21, 2021 from 9-10:30 a.m. to celebrate bus safety week. Transportation Department employees will receive detailed information in the next few days.
Gifted & Talented: As a reminder for our Gifted and Talented Program, now is the time to inquire about our Talented Music, Theatre, and Visual Art Programs. The first round of submissions is due by October 22, 2021. Visit our LPSS website or contact Samantha Webre for more details.

Information: 3.3 BOARD: Update on Donation of Books to LPSS Middle and High School Students - Broussard
Board Member Elroy Broussard thanked LPSS Administration, Dr. Mark Rabalais, Chief Academic Officer and staff for coordinating the pilot program placed at Edgar Martin and Lafayette Middle and also the donations of books to all LPSS middle and high schools. At the May 5, 2021, Regular Board Meeting, Sharon Patterson and Clyde Gabriel spoke to the board about a donation of books to LPSS middle and high school students. The books are “Vanguard” by Martha S. Jones which focuses on how black women broke barriers, won the vote, and insisted on equality for all and “Bending Toward Justice” by Gary May which discusses the Voting Rights Act and the transformation of American democracy. This book donation has been made to all LPSS middle schools and high schools and should receive their copies in the next few weeks.

Information: 3.6 FINANCE: ASBO Certificate of Excellence and GFOA Award of Financial Reporting Achievement for the FY 2019-2020 Comprehensive Annual Financial Report -Dugas/Mouton
Following an external audit each fiscal year, LPSS produces an annual Comprehensive Annual Financial Report (CAFR). Each year in December, the CAFR is submitted for rigorous review by two national organizations, the Association of School Business Officials International (ASBO) and the Government Finance Officers Association (GFOA). Both organizations recently bestowed "Excellence in Financial Reporting" awards to LPSS for the 2019-2020 CAFR. As described by GFOA, the award "represents a significant achievement and reflects your commitment to the highest standards of school system financial reporting". Additionally, the 2019-2020 LPSS award-winning CAFR was chosen by the Association of School Business Officials (ASBO) to serve as a national example on how to prepare such a report. The LPSS report was selected as one of the top three to five out of 563 reports submitted nationally for this honor and will be featured on the ASBO website as an example to other governments in the United States who would like to prepare a CAFR.

WHEREAS, National School Bus Safety Week, held annually during the third full week of October, is an active and evolving public education program that encourages parents, students, teachers, motorists, school bus operators, school administrators, and other interested parties - to join forces and address the importance of school bus safety, with this year’s theme being 1 Bus + 1 Driver = a BIG Impact on Education; and
WHEREAS, school buses are the main form of transportation to and from school for many students, and thus, they have a direct impact on student punctuality, attendance and success; and
WHEREAS, the entire transportation department bear tremendous responsibility, devising complex routes and schedules, helping families make transportation arrangements, maneuvering traffic in various road conditions, maintaining behavior on the bus, and ensuring the safety of their most precious cargo; and
WHEREAS, the first school district employees who greet many of our students each morning and the last who say goodbye each afternoon are our school bus drivers; and
WHEREAS, the over 325 school bus transportation employees should be recognized and for their the exemplary safety performance exhibited each day, which ensures the highest level of care for other motorists and student riders; and
WHEREAS, the transportation department, as a vital component of our Lafayette Parish School system deserves recognition for their hard work and diligence for all students of Lafayette Parish; and
NOW, THEREFORE, be it resolved, that Lafayette Parish recognizes and declares October 18-22, 2021, National School Bus Safety Week and October 21, 2021, as School Bus Transportation Employees Appreciation Day in Lafayette Parish, Louisiana.

WHEREAS, oftentimes the victims of domestic violence are children, who can have lifelong repercussions from the emotional or physical trauma of being exposed to domestic violence; and
WHEREAS, domestic violence survivors and their advocates have rallied to the cause of victim justice; and
WHEREAS, the Lafayette Parish School Board recognizes the need to treat domestic violence victims with dignity and compassion:

Resolution: That the board approves a one-time, high demand teacher stipend for the 2021-2022 school year, as set forth below, to teachers who meet the following criteria: * The teacher is currently employed in, is hired for, or is transferred to and fills a full-time teaching position at one of the following schools for the 2021-2022 school year: o-Northside High School; o-Carencro High School; o-Acadian Middle School; o-Lafayette Middle School; o-Lerosen Preparatory School (Grades 6-12 only); * For the 2021-2022 school year, the teacher is certified to teach, is enrolled in an Alternative Certification Program to teach, or has agreed to teach on an OFAT certificate, and is teaching in one of the following subject areas: Math, Science, or English. *Teacher must be assigned to teach in said subject area(s) for at least half of instructional minutes per day in order to satisfy this criterion. * The teacher completes the relevant semester with three (3) or fewer leave days taken. *This applies to any type of leave taken for any reason. * The teacher remains employed in the qualifying position through the last day of the relevant semester. * If the teacher is hired for or transferred to the qualifying position, it must be within the first thirty (30) days of the relevant semester. * If the teacher was employed by a Louisiana public school system (including LPSS) for the 2020-21 school year, he/she must provide evidence of an effective evaluation from said school year to the Employee Services Department. * In order to receive the stipend for each semester, the teacher must meet the stated criteria each semester. The total stipend amount will be $2,000, payable in two equal sums to teachers who qualify for payment at the end of the Fall 2021 semester and/or the Spring 2022 semester, as applicable. Half of said stipend ($1,000) will be distributed as a separate deposit on the same day as the January 2022 payroll deposit to teachers qualifying for the Fall 2021 semester, and the other half of said stipend ($1,000) will be distributed as a separate deposit on the same day as the June 2022 payroll deposit to teachers qualifying for the Spring 2022 semester. A teacher may qualify for only one semester and half of the total stipend amount. This high demand teacher stipend shall be considered an amendment to the 2021-2022 salary schedule and shall be a one-time stipend approved for the 2021-2022 school year only.

REIMBURSEMENT RESOLUTION
A resolution declaring the intention of the Parish School Board of the Parish of Lafayette, State of Louisiana that certain expenditures made in connection with various school projects be reimbursed with the proceeds of tax-exempt bonds.
WHEREAS, the Parish School Board of the Parish of Lafayette, State of Louisiana (the "School Board"), is proposing to undertake various projects (collectively, the "Project") which consist of constructing and acquiring capital improvements, including the acquisition of land for building sites and playgrounds, purchasing, erecting and improving school buildings and related facilities, and acquiring the necessary equipment and furnishings therefor, title to which shall be in the public; and
WHEREAS, the cost of the Project is anticipated to be funded by tax-exempt bonds to be issued in one or more series in an estimated maximum aggregate principal amount of $180,000,000 (the "Bonds"); and
WHEREAS, it is anticipated that the School Board may make certain expenditures in connection with the Project prior to the proceeds being available from the Bonds;
NOW, THEREFORE, BE IT RESOLVED by the Parish School Board of the Parish of Lafayette, State of Louisiana (the "School Board"), acting as the governing authority of the Parish of Lafayette, State of Louisiana, for school purposes, that:
SECTION 1. Declaration of Official Intent. Prior to the delivery of the Bonds, the School Board intends to pay a portion of the costs of the Project from its self-funded construction fund or other available moneys. Upon the issuance of the Bonds, the School Board reasonably expects to reimburse any such expenditures of such available funds from a portion of the proceeds of the Bonds. Any such allocation of proceeds of the Bonds for reimbursement will be with respect to capital expenditures (as defined in Reg. 1.150-1(b)) and will be made upon the delivery of the Bonds and not later than eighteen months after the later of (i) the date such expenditure was paid or (ii) the date on which the project was placed in service, but in no event more than three years after the expenditure was paid. This Section is intended to be a declaration of official intent within the meaning of Reg. 1.150-2.
SECTION 2. Effective Date. This resolution shall be effective immediately upon adoption.
