State Finalists Louisiana Teacher of the Year

The Louisiana Department of Education recently announced the 2021 Teacher and Principal of the Year finalists. We are thrilled to have one of our own educators, Ms. Pamela Sorenson recognized as a 2021 teacher of the year finalist.  Ms. Sorrenson is an English teacher at Carencro High School and will be honored at the 14th Annual Cecil. J. Picard Educator Excellence Symposium and Celebration.  Congratulations to Ms. Sorrenson and to Carencro High School.  

Introduction of Learn Lafayette Return to School Plan

After numerous thoughtful discussions and advice from state and health officials, the Lafayette Parish School System shared its proposed plan for reopening schools. The plan titled Learn Lafayette provides an overview as to what school could look like for students, families and staff.  

The plan addresses different teaching and learning models.  

  1. Traditional Learning  - All students return to school for face-to-face instruction, observing new safety protocols

  2. Virtual Learning - 100% online learning

  3. Blended or Hybrid Learning - A combination of both in-person classes and online classes, in an effort to adhere to social distance requirements

Regardless of the learning model, we are dedicated to educating children.  

Link & Learn Provides Low-Cost Internet

So that students can be successful in the upcoming school year, it is important that families prepare for different learning scenarios that may include online or virtual learning.  In order to prepare for these scenarios, community partners have come together and started the Link & Learn initiative by offering reduced-price internet service. We want to thank our partners in Education - Love Our Schools and One Acadiana - for their support in helping families get a head start in preparing for the upcoming school year, by promoting low-cost, open, wireless internet service for qualifying families starting at approximately $10 a month. These Link & Learn partners want to make sure our families are prepared for any scenarios and want internet connectivity to be on the top of every families’ school supply list. 

2020 High School Graduation

A couple of weeks ago, we were finally able to honor the Class of 2020. Through the hard work of district and school staff and through the generosity of UL Lafayette President Joseph Savoie, we were able to host in-person graduation ceremonies at UL Cajun Field.  Although quite warm, the graduation ceremonies were a wonderful experience and I am so proud that we could celebrate our students and give a formal closure to their school experience with the Lafayette Parish School System. I want to congratulate each and every graduate and wish them the best of luck in their future endeavors.

Staff presented the Board with an update on information regarding the 2020-2021 Learn Lafayette School Reopening Plan as follows:

Basic framework relative to possible teaching and learning models for the upcoming school year;

ADMINISTRATION: Jennifer Gardner, Chief Administrative Officer - General instructions provided to deliver a Consistent message to all school campuses regarding safety expectations and protocols, exchange of classes, seating in the classroom, static groups.

PLANNING & FACILITIES: Kyle Bordelon, Director – Priority is cleaning and disinfecting the school campuses and purchases needed supplies and equipment.  Instructions on deep cleaning facilities was distributed for custodial staff to follow.  Information and additional training scheduled for custodial staff. 

TRANSPORTATION: Jonathan Watson, Supervisor - Bus capacity, bus routes, safety procedures and requirements for staff and students.  Established transportations safety procedures, social distancing, mask requirements, and seating charts. 

ACADEMICS: Mark Rabalais, Chief Academic Officer – Presentation of various Learning Models, Student Expectations, Programing and Delivery, Phase Dependent Learning Model,

Virtual Learning, Phases and Initial Opening, LPSS Academic Options.

RESOLUTION 07-20-1986

WHEREAS, in December 2019, a novel coronavirus known as SARS-CoV-2 was first detected, causing outbreaks of the coronavirus disease COVID-19 that has now spread globally; and prompting the President of the United States to declare a national emergency on March 13, 2020 under authority vested in him by the Constitution and laws of the United States of America; and

WHEREAS, our nation’s future well-being relies on a high-quality public education system that prepares all students for college, careers, democracy, and lifelong learning; and

WHEREAS, our nation’s school systems, colleges and universities must be adequately funded and supported in order to prevent prolonged learning disruptions which threaten the future and well-being of our communities and the economy; and

WHEREAS, COVID-19 has brought to light the stark realities of a digital divide called the homework gap—the inability to do schoolwork at home due to lack of internet access- which affects up to 12 million students, a disproportionate amount who are black, brown, live in rural areas, or come from low-income families; and

WHEREAS, the COVID-19 crisis has increased the need for emotional and mental support services in schools; and

WHEREAS, the 2020-2021 school year will be history making in that the impacts of COVID-19 will be comprehensive and affect all aspects of our students’ lives, from food and housing security to access to healthcare and educational technology and beyond, evidencing it is more important now than ever that a child’s chances for success must not depend on whether they have internet access at home and have access to a personal learning device; and

WHEREAS, the safety and well-being of students and educators when they return to school cannot be compromised; and

WHEREAS, our country and public schools are facing serious financial challenges due to the COVID-19 crisis;

THEREFORE BE IT RESOLVED that the Lafayette Parish School Board joins the National Education Association, Louisiana Association of Educators, and Lafayette Parish Association of Educators in their support for the passage of the HEROES Act, which provides $200 billion to fill state and local budget gaps, including PPE and narrowing the digital divide, relief for student loan borrowers including educators, and more funding for schools allocated by formula based on poverty;

BE IT FURTHER RESOLVED, that Lafayette Parish School Board calls on the governor, state legislature, and state education boards and administrators to support the passage of the HEROES Act so that all students receive the opportunities and supports that they deserve.

BE IT FURTHER RESOLVED that a copy of this Resolution shall be transmitted to our Governor, and to all members of the United States House of Representatives and Senate representing the families in our District.

Discussion was held on the substitute motion.  Board Member Hannah Mason requested that her questions addressed to Dr. Tina Stefanski (Regional Medical Director, Office of Public Health) and answers be recorded for the minutes:

 

Hannah Mason:  How has the virus been contained or avoided in the daycares, in summer day camps; have there been clusters or outbreaks stemming from those; or have you found that the safety precautions that are in place has do we have clusters and outbreaks from the local daycares and summer camps?

 

Dr. Tina Stefanski:  I can just kind of answer generally.  We have not seen up to this point, any large outbreaks at daycare centers or childcare centers.  I can tell you that we have been very aggressive with those centers. If there is a case in a classroom in the daycare center, because of the nature of their close contact with very young children, typically the entire class is to go home and quarantine for 14 days.  It has been aggressive intervention in order to prevent spread in the child care centers.  They are in a little bit of a different situation.  So, thankfully we have not seen any big outbreaks or clusters.

 

Hannah Mason:  One point I want to make clear – this is the initial plan.  I know that Mrs. Trosclair has consulted with you on this plan and she could make changes at your urging correct?

 

Dr. Tina Setfanki:  Oh sure, absolutely.  We communicate very well as to Julie (Julie Buller – Director of Nurses).  So if there is some intervention or something we would suggest, certainly I feel very comfortable going to these ladies as to any of our superintendents.

DECLARATION OF PUBLIC EMERGENCY

RESOLUTION 03-20-1977

 

WHEREAS, on December 31, 2019, officials in China alerted the World Health Organization (“WHO”) to several cases of an unknown respiratory illness primarily concentrated in the City of Wuhan, Hubei Province; and

WHEREAS, after further investigating the illness and ruling out the recurrence of other previously known viruses, officials, on January 7, 2020, announced the discovery of a new virus belonging to the coronavirus family of viruses (“COVID-19”); and

WHEREAS, over the following weeks, the Chinese government began to report additional cases of the virus, evidencing a propensity of the virus to spread throughout China and beyond; and

WHEREAS, by January 30, 2020, approximately eighteen countries, outside of China, were reporting cases of the virus, causing the WHO to declare the virus a “Public Health Emergency of International Concern;” and

WHEREAS, over the following weeks, the virus continued to spread to nations around the globe, infecting thousands of individuals; and

WHEREAS, on March 11, 2020, the WHO declared the coronavirus outbreak a “Global Pandemic;” and

WHEREAS, on March 11, 2020, the Governor of the State of Louisiana declared a “Public Health Emergency” over the coronavirus outbreak; and

WHEREAS, on March 13, 2020, the President of the United States of America declared a national emergency due to the coronavirus outbreak; and

WHEREAS, in an attempt to combat the spread of the virus, the Governor, on March 13, 2020, ordered the closure of all public elementary and secondary schools in Louisiana, beginning on March 16, 2020 and ending on April 13, 2020; and

WHEREAS, many children depend on the services of the Lafayette Parish School Board

(“School Board”) for essential services such as the provision of healthy meals; and

WHEREAS, while the cancellation of school will hopefully serve to combat the spread of the virus, such cancellation may put children at risk of not receiving enough healthy meals during the prolonged closure; and

WHEREAS, the spread of the virus and its impact on the everyday lives of the School Board’s students, faculty, staff, and their family members requires the School Board to take unprecedented steps to combat the spread of the virus and to serve the children of Lafayette Parish; and

WHEREAS, the sudden closure of all schools until April 13, 2020 or later has also caused confusion and concern to employees of the school district about their ability to continue to be able to support their families through receipt of compensation from the School Board.

NOW, THEREFORE, the above recitals considered, the School Board desires to utilize its assets in the fight against the coronavirus, as more fully set forth below.

AND NOW, CONSIDERING THE FOREGOING, THE SCHOOL BOARD HEREBY DECLARES AS FOLLOWS:

BE IT DECLARED, that the Lafayette Parish School Board hereby declares a public emergency due to the outbreak of the COVID-19 virus.

BE IT FURTHER DECLARED that, notwithstanding any policy or rule to the contrary, the School Board hereby confers emergency powers upon its Superintendent of Schools, for purposes of leading the School Board’s response to the outbreak. Such emergency powers include, at the sole discretion of the Superintendent:

(1)                                                   The authority to supply and arrange for the delivery of meals to all children of the parish, eighteen (18) years of age or younger, at no costs to the child or his/her family.

(2)                                              The authority to continue to pay school employees their regular compensation during the period schools are closed.

(3)                                              The authority to adjust curriculum, work schedules, compensation, and staff assignments without any further Board approval.

(4)                                              The authority to adjust the school  calendar.

(5)                                              The authority to apply to BESE, LDOE, and/or USDOE, or any other governmental body for waivers of regulations or requirements, the compliance of which is impacted by COVID-19.

(6)                                              The authority to apply for waivers, grants, reimbursements, aid, and other COVID- 19 related   matters on behalf of the School Board.

(7)                                              The authority to provide non-mandatory, supplemental educational resources to students.

(8)                                              The authority to take any other action reasonably necessary to implement the above directives.

BE IT FURTHER DECLARED that the Superintendent is required to report, in writing and at reasonable intervals, to the School Board as to the amount of expenditures made pursuant to this Declaration, as well as, the actions taken by the Superintendent pursuant to this Declaration.

BE IT FURTHER DECLARED that, in accordance with the Governor’s declaration, any bidding requirements of the Louisiana Public Bid Law (La. R.S. 38:2212 et seq.) applicable to any purchases related to the School Board’s response to the coronavirus outbreak are hereby suspended.

BE IT FURTHER DECLARED that Lafayette Parish School Board Policy File: GBBB, Essential Personnel, is hereby suspended for the duration of school closures related to the coronavirus outbreak.

BE IT FURTHER DECLARED that this Declaration shall remain in effect until withdrawn by the School Board.

BE IT FURTHER DECLARED that notice of the provisions contained herein shall be published in the official journal of the Lafayette Parish School Board within ten (10) days hereof.

THIS DECLARATION is adopted by the Lafayette Parish School Board, at its Regular Board Meeting held on the 22nd day of July, 2020 in Lafayette, Louisiana.

o Acadian Middle School

o Lafayette Middle School

o Lerosen Preparatory School (Grades 6-12 only)

*For the 2020-2021 school year, the teacher is certified to teach, is enrolled in an Alternative Certification Program to teach, or has agreed to teach on an OFAT certificate, and is teaching in one of the following subject areas: Math, Science, or English.

*Teacher must be assigned to teach in said subject area(s) for at least half of instructional minutes per day in order to satisfy this criterion.

*The teacher met the criteria to receive and did receive the High Demand Teacher Stipend in both the Fall and Spring semesters of the 2019-2020 school year.

*The total stipend amount will be $500, payable as a lump sum to teachers who qualify as of August 31, 2020. The stipend will be distributed in a separate deposit on the same day as the September 2020 payroll deposit.

* This returning teacher stipend shall be considered an amendment to the 2020-2021 salary schedule and shall be a one-time stipend approved for the 2020-2021 school year only.

A RESOLUTION OF THE LAFAYETTE PARISH SCHOOL BOARD

 APPROVING ASH INDUSTRIES FOR PARTICIPATION IN THE INDUSTRIAL TAX EXEMPTION PROGRAM AT 1330 WEST WILLOW STREET,

 LAFAYETTE, LA 70506

 

WHEREAS, the Lafayette Parish School Board (LPSB) received notice from the Louisiana Economic Development (LED) of the application for an Industrial/Tax Exemption (ITEP) by ASH Industries. bearing Application # 20190019 having been approved by LED on June 24, 2020; and

WHEREAS, On July 20, 2020, LPSB notified LED that consideration of ITEP Application # 20190019 – ASH Industries would be placed on the agenda of the meeting of the LPSB scheduled for July 22, 2020 and

WHEREAS, LPSB reviewed the application notice and set the matter for consideration at a meeting of the LPSB, held on July 22, 2020 in accordance with the rules of the Board of Commerce and Industry, specifically LAC 13:501, et seq; and

WHEREAS, the LPSB appreciates that the award of ITEP Application # 20190019 will result in the exemption from ad valorem taxation by the LPSB of 80% of the value of the project that is subject to the ITEP Application for a period of 5 years, with the possible renewal of such exemption for 5 additional years; and

WHEREAS, the LPSB considered ITEP Application # 20190019 in an open meeting on July 22, 2020; and

WHEREAS, the LPSB, by a vote of 7 yeas and 1 nay adopted this Resolution declaring its support for ITEP Application # 20190019.

 

The vote, in open meeting, on the resolution was as follows:
