1. MEETING OPENINGS

Superintendent Irma Trosclair gave the Board an update on the following:

 

2021 State Teacher of the Year Program Semifinalist - Pamela Sorensson has been named a semifinalist for the 2021 Teacher of the Year program by The Louisiana Department of Education. Sorensson is an English teacher at Carencro High School.  In addition, she is a Louisiana Teacher Leader, the chair of the English department, the National Honor Society Sponsor and serves on the school leadership team.  The educators being selected are making exceptional gains with students, guiding them to achieve at the highest levels in the state. Their commitment to student success exemplifies Louisiana’s teaching profession.

Deadline Extension for P-EBT Application - The State of Louisiana has extended the deadline for families to apply for the Pandemic Electronic Benefit Transfer (P-EBT) program by one week, from June 8, 2020 to June 15, 2020.  June 15th is the final application deadline for the program. No further extension will be announced.  Families must complete the online application to receive benefits. The application will be available in a P-EBT portal on the LDE website.

2020 Superintendent’s Scholarships - We are pleased to announce that 29 students were awarded scholarships through the Superintendent’s Scholarship Committee. The scholarship money is raised through the fundraising efforts of the Superintendent’s Annual Golf Tournament held in the spring of the previous year.  The committee awarded three $2,000 awards to the highest three scoring applicants, four $1,500 awards to the next highest scoring applicants, and awarded 22 $1,000 awards to the remaining applicants. A total of 29 awards were designated for a total of $34,000. Congratulations to all of these students.  The committee was able to award scholarships to all qualifying students who applied with monies from the previous year’s golf tournament.  With the current COVID situation, staff has made the decision to postpone this year’s tournament and will resume the Superintendent Golf Tournament in Spring 2021.  Thank you to the many organizations and individuals who contributed to this meaningful event which makes it possible for LPSS students to receive well deserved financial support for their post-secondary career. 

LPSS Educators Earn Renaissance National Honor Roll Designation - Recently 25 Louisiana educators, all from Lafayette Parish School System, earned the distinction of being named to the Renaissance National Honor Roll for significant reading achievement of their students through the Accelerated Reader Program.  AR, as it is commonly referred to among students and faculty, engages K–12 students in independent reading practice and tests students’ reading comprehension.  Of the 25 educators across the state achieving outstanding performance in advancing students’ achievement in reading, 24 educators are from Ernest Gallet Elementary School and one from Martial Billeaud Elementary School.  Congratulations to students earning AR points for their reading efforts and the LPSS educators who received National Honor Roll status for leading their students to meet or exceed data targets in reading that research shows leads to significant student growth. 

New Process for the Withdrawal, Transfer, and Enrollment of Students - LPSS has implemented a new process regarding the withdrawal, transfer, and enrollment of students attending a zone school in grades 1-12.  Due to school closures and social distancing measures, LPSS wants to ensure that services, such as these, are available online in order to expedite the process and limit social interactions. All information regarding the withdrawal, transfer, and enrollment of students is located on the LPSS website at www. lpssoline.com/register.  School staff will resume in person registration services on July 31, 2020. In the interim, families are encouraged to continue to visit the LPSS district website for enrollment information and updates such as these.

Teaching/Learning Scenarios - Staff has spent the last several months preparing for various start of school scenarios.  Of course, our hope is that we will be able to begin school in the traditional manner we have in the past.  In the event that a traditional start is not advisable, we are planning for two other possible scenarios.  Those being, a blended/hybrid learning experience where smaller groups of students (Group A and Group B) report to school on alternate days, then continue learning at home on the other days.  The third scenario would come into play if we would have a complete closure of particular schools or of all schools.  This is the Virtual/Distant Learning model where all learning is done online.  We have, through CARES act funds, ordered the necessary technology to support student and teacher needs in this model.  We are working with community leaders on improving connectivity to the internet for students identified as not having it at this time.  In all scenarios mentioned above, we are confident that we are in a better position to support continued learning in the event that we face full or partial closures of school in the future.  Our start date for students regardless of the plan that we start school with in the fall is August 13, 2020.  On or around June 20th, districts will receive additional state guidance and recommendations and at that time we will be in a better position to move forward with a more definite teaching and learning plan for August 2020.

Information: 3.2 BOARD: Request for information regarding contracting with minority owned businesses - Morrison

Board Member Mary Morrison requested information on the number of minority contracts currently in place; what is the percentage allocated in the district; and that staff look at other districts to compare their process with LPSS. Board Member Elroy Broussard also indicated the intent for requesting this information is to make sure that LPSS is following legal guidelines and the process is done correctly.

Board Member Dr. Tehmi Chassion asked that staff look at the district’s energy cost and discuss the possibility of renegotiating and reducing the expenditures for the district.

Billy Guidry, Assistant Superintendent of Business Services, reviewed information with the Board regarding the impact to the sales tax collections for the district as a result of the COVID-19 Pandemic.

• The teacher is currently employed in, is hired for, or is transferred to and fills a full-time teaching position at one of the following schools for the 2020-2021 school year:

Northside High School; Carencro High School; Acadian Middle School; Lafayette Middle School;  and Lerosen Preparatory School (Grades 6-12 only).

• For the 2020-2021 school year, the teacher is certified to teach, is enrolled in an Alternative Certification Program to teach, or has agreed to teach on an OFAT certificate, and is teaching in one of the following subject areas: Math, Science, or English. *Teacher must be assigned to teach in said subject area(s) for at least half of instructional minutes per day in order to satisfy this criterion.
• The teacher completes the relevant semester with three (3) or fewer leave days taken. *This applies to any type of leave taken for any reason.

• The teacher remains employed in the qualifying position through the last day of the relevant semester.
• If the teacher is hired for or transferred to the qualifying position, it must be within the first thirty (30) days of the relevant semester.

     The total stipend amount will be $2,000, payable in two equal sums to teachers who qualify for payment at the end of the Fall 2020 semester and/or the Spring 2021 semester, as applicable. Half of said stipend ($1,000) will be distributed as a separate deposit on the same day as the January 2021 payroll deposit to teachers qualifying for the Fall 2020 semester, and the other half of said stipend ($1,000) will be distributed as a separate deposit on the same day as the June 2021 payroll deposit to teachers qualifying for the Spring 2021 semester. A teacher may qualify for only one semester and half of the total stipend amount.

     This high demand teacher stipend shall be considered an amendment to the 2020-2021 salary schedule and shall be a one-time stipend approved for the 2020-2021 school year only.

That the Board awards the contract for Zones 1, 3 and 4 for Facility Environmental & Mechanical System (HVAC) Maintenance Agreement to Bernhard MCC and awards the contract for Zone 2 for Facility Environmental & Mechanical System (HVAC) Maintenance Agreement to Star Services, Inc. of Baton Rouge and authorizes the Board President and Superintendent to enter into five-year contract agreements pending successful final contract negotiations by the Board President and Superintendent.
