1. MEETING OPENINGS

Procedural: 1.3 Opening Comments - Superintendent

Interim Superintendent, Irma Trosclair informed the Board of the formation of a new advisory panel and that she is currently seeking applicants for Teacher Advisory Panel (TAP), so that we can “tap” into the ideas and expertise that our teachers have regarding practices, policies, and procedures. The panel will consist of a diverse group of dedicated educators from throughout the district who will provide an educator’s perspective regarding important topics that impact students and teachers today. The goal of the Teacher Advisory Panel is to collaborate with and provide insight to my office and staff to assist in making better-informed decisions to move the district forward. Applications and more information is available on the LPSS website.

 

She also gave the Board an update on the following:

Pre-k Applications for the 2020-2021 school year opened on January 22, 2020. Currently there are 433 applications completed or in process. Families can go to www.enrolllafayette.com to apply.

Head Start/Early Head Start Grant:  On Thursday, February 6th the Early Childhood Department submitted the LPSS application for the Head Start/Early Head Start grant. If awarded, this grant will provide seats for 690 children (infants-4 year olds).

 

Interim Superintendent, Irma Trosclair congratulated the following:

Teachers of the Year:  Congratulations to the district Teachers of the Year; Katherine Geiger, kindergarten teacher at Martial Billeaud Elementary School; Elizabeth Grossie, math teacher at Broussard Middle School; and Pamela Sorensson, 10th grade English Language Arts (ELA) teacher at Carencro High School.  This honor goes to outstanding teachers who have been selected by their peers and evaluated by district administrators and community leaders.

 

Students of the Year:   Congratulations to the district Students of the Year;  Camille Romero-5th grader at J. Wallace James Elementary School; Ali Habib-8th grader at Paul Breaux Middle School; and William Romero- senior at Lafayette High School.  This is a great honor for outstanding students who were nominated by their teachers, selected by their school, and evaluated by district administrators and community leaders.  The district utilizes the comprehensive application provided by the Louisiana Department of Education, in conjunction with the Louisiana Board of Elementary and Secondary Education, to annually honor one incredible fifth, eighth, and twelfth grade student based on their leadership, academic performance, achievements, citizenship, and service to the school and community.

 

Parish Middle School Basketball Championship. Congratulations to the Carencro Middle School girls basketball team and Paul Breaux Middle School boys basketball team for winning the parish tournament. We want to thank all middle school teams for putting the work in on the court and in the classroom.

 

Men’s Pole Vault Competition:    Congratulations to Lafayette High School alumnus, Armand “Mondo” Duplantis, who has set the world record in the men’s pole vault. Duplantis, who graduated from LHS in 2018, cleared 20 feet, 2 ¾ inches on his jump, breaking the record set in 2014 by one centimeter. 

 

Speech and Debate Team: Congratulations to the Comeaux High Speech Team recently took 11 Varsity members to compete at the Barkley Forum for Speech and Debate at Emory University in Atlanta. This is one of the oldest and most prestigious Speech and Debate National Invitational in the country. With over 200 schools from across 30 states, the 65 year old competition is a showcase of the best of the best. Comeaux High broke records during this competition having more finalists than any school in the 65-year history, the most finalists in one event and senior Rashon Leday added two more championship plaques to the two championship plaques he won last year being the only student in Barkley Forum to win 4 total Championship Silver Key Plaques.  

 

School Garden Initiative Cook-off:  Congratulations to the winners of the School Garden Initiative Cook-off held this weekend at David Thibodaux Stem Magnet Academy. Winning third place was L. Leo Judice Elementary School, second place went to Charles Burke Elementary School and first place were the students from Green T. Lindon Elementary School.

WHEREAS, The American School Counselor Association (ASCA) sponsors the National School Counseling Week to focus public attention on the unique contribution of professional school counselors within all school systems and how students are different as a result of what school counselors do.

WHEREAS, National School Counseling Week highlights the tremendous impact school counselors can have in helping students achieve school success and plan for a career.

WHEREAS, school counselors are recognized for implementing the comprehensive school counseling program which is such a vital part of the educational process for all students as they meet the challenges of the 21st century.

THEREFORE, BE IT DULY RESOLVED, that the Lafayette Parish School Board does hereby designate the week of February 3-7, 2020 as “National School Counseling Week.”

WHEREAS, National Nutrition Month AND National School Breakfast Week combined has admirably served our nation for more than 40 years; and,

WHEREAS, all the programs are dedicated to the health and well-being of our nation’s children; and,

WHEREAS, food is the substance by which life is sustained and learning abilities in and out of the classroom increase substantially; and,

WHEREAS, the type, quality, and amount of food that individuals consume each day plays a vital role in their overall health and physical fitness; and,

WHEREAS, there is a need for continuing nutrition education and a wide-scale effort to enhance good eating practices; and,

WHEREAS, there is evidence of continued need for nutrition programs and awareness of the value of school nutrition programs; now,

THEREFORE, BE IT RESOLVED, that the Lafayette Parish School Board does hereby support the month of March as National Nutrition Month AND National School Breakfast Week,  March 2 - 6,  2020, and encourage our administrators, teachers, support staff, parents, students, and all other community members to join the campaign and become aware and concerned about their children’s and their own nutritional habits, in hope of achieving a more healthful citizenry for today and the future.

EMPLOY SPECIAL COUNSEL

 

WHEREAS, Louisiana Revised Statutes 42:263 authorizes the retention of special counsel by any School Board upon a statement of reasons why such counsel is necessary and upon approval by the La. Attorney General; and,

WHEREAS, Lafayette Parish School Board and its staff are in need of special counsel experienced in the various issues in the area of sales tax collections, to be required on an as-needed basis; and, 

WHEREAS, the law firm of Stutes and Lavergne, L.L.C., of Lake Charles, Louisiana has such experience, training and expertise to represent the Lafayette Parish School Board; and,

THEREFORE, BE IT DULY RESOLVED, by the Lafayette Parish School Board that the law firm of  Stutes and Lavergne, L.L.C. be retained as special counsel with respect to sales tax collection, and any other related legal matters as deemed necessary;

BE IT FURTHER RESOLVED, that the said law firm of Stutes and Lavergne, L.L.C., shall be paid for their services at hourly rates not to exceed that set by the La. Attorney General of the State of Louisiana for Special Counsel with like years of experience; and,

BE IT FURTHER RESOLVED, that the law firm of Stutes and Lavergne, L.L.C., shall keep itemized records for presentation to the Superintendent and the Lafayette  Parish School Board, with respect to  the  services rendered at said hourly rates with the fees and charges and the Superintendent is hereby authorized and directed to pay the same upon submission and receipt thereof and,

BE IT FURTHER RESOLVED, that subject to the approval of th.is resolution by the Attorney General, the employment of the law firm of Stutes and Lavergne, L.L.C., shall be effective as of February 12, 2020.
