The School Board of the Parish of Lafayette, State of Louisiana, met in regular session at its meeting place, the Lafayette Parish School Board Administrative Building, Board Room, Lafayette, Louisiana, on Wednesday, August 15, 2012 at 5:30 P.M. pursuant to notice given in writing to every member.

MEMBERS PRESENT:  Shelton J. Cobb, President;  Hunter Beasley, Vice-President; Tommy Angelle, Mark Babineaux, Kermit Bouillion, Tehmi Chassion, Mark Cockerham, and Rae Trahan, Board Members; Dr. Pat Cooper, Secretary-Treasurer/Superintendent

The meeting was called to order by Cobb and opened with a prayer by Chassion.  Trahan led the group in the Pledge of Allegiance.

Motion (Bouillion, Cockerham) that the Board accept the Ratification of Purchases Report for the month of July 2012. Motion carried.

2.         Summary of Grant Funding and Activity

Motion (Beasley, Cockerham) that the Board receive the Summary of Grant Funding and Activity Report. Motion carried.

3.         Budget-to-Actual Status Report

Motion (Beasley, Angelle) that the Board receive the Budget-to-Actual Report.  Motion carried.

4.        Ratification of Bills for June 2012

Motion (Angelle, Cockerham) that the Board approve the Ratification of Bills report for the month of June 2012. Motion carried.

1.         Approval of Contract with Prescription Care Management.  Action to be taken at a subsequent meeting.

2.         Approval of Group Health Plan Third Party Administrator.  Action to be taken at a subsequent meeting.

Beasley requested that companies provide documentation of their discountsin writing, and he would like to look at rates to make sure they are the same.

Chassion questioned whether the discounts were true and if there was a contract on file.

3.         Approval of Group Life Insurance Contract 2013.  Action to be taken at a subsequent meeting.

That the Board adopt the proposed revision of Policy File CBD--Appointment of Superintendent as presented.

2.         Calculators Bid

Bids received from: AFP School Supplies; Bach Company; D & H Distributing Company; EAI; Sargent Welch; Scantex Business Systems, Inc.; School Savers; Valley Business Machines

That the Board approve the administrative recommendation and award the bid as follows: Items# 1,2,3 & 4 to EAI, Items# 5,6,7 & 8 to Sargent Welch, Items# 9 & 10 to Valley, Item# 11 to AFP.

3.         Kitchen Sanitation System Bid #08-13

Bids received from: Auto-Chlor System; SFS Pac 

That the Lafayette Parish School Board accept the Administrative recommendation for Bid# 08-13, Kitchen Sanitation System. 

4.         Request for Proposals (RFP): RFP for Garbage Collection and Recycling Services

Bids received from: Gordon’s Disposal, LLC;  IESI;  Waste Management

That the Board approve the recommendation of the Garbage Collection and Recycling Services Committee and award the contract for garbage collection and recycling services to Gordon's Disposal, LLC.

5.         Approval of the School Climate Coach Job Description

That the Board approve the School Climate Coach job description.

VII.       REPORTS

A.         Public Comments

Karen Martin, President of LPAE, informed the Board that their organization was hosting a professional development workshop at VCC on how education reform will affect teachers, and said that anyone was invited to attend.

B.         Board President/Members Comments

Babineaux said that everything seemed to have run smoothly on the first day of school, looking forward to Cajun Facebook directory, wished everyone a happy Acadian Feast Day, and looks forward to meeting regarding the future of immersion programs in the Lafayette Parish School System

Cockerham congratulated everyone for a smooth opening and also congratulated Transportation for running smoothly.

Bouillion said that he had been in Montreal, and spoke to representatives of education and industry about our French Immersion program.  He said that the program was working beyond our wildest expectations, and kids with two languages are outscoring other kids.  Mr. Bouillion said that he had received a check in the amount of $1,000 to be given to CODOFIL to replenish the loss of $100,000 from their budget.

Chassion offered his congratulations for an amazing start of school.  Mr. Chassion requested an update on the status of student teacher ratios at the schools, in particular, the low performing schools.  He said he wanted to make sure they are properly staffed.

Trahan welcomed students, parents, teachers and staff to hopefully a successful school year with some improvements.

Angelle congratulated all educators involved in educating all of the children.

Beasley said that he had been at Lafayette High School and had never seen such a smooth opening of school.  Mr. Beasley reported that he had been at four other schools which also had smooth openings.

Cobb said that all the students he had spoken to were excited about the opening school, and congratulated all of the new appointees.

C.         Superintendent Comments

Superintendent Cooper said that he appreciated the efforts that were made by 4400 employees to make a smooth school opening.  He said that everyone pitched in and there was sense and purpose about starting new and doing it right.

Motion (Babineaux, Bouillion) that the Board go into executive session to discuss the status and strategy in the matter styled (a)"Hebert v. Lafayette Parish School Board," Docket No. 2012-4362 on the records of the 15th Judicial District Court; (b) Judy Miller, et al. v. LPSB, et al;(c) Stephani Rogers, et al. v. LPSB, et al; and (d)Katie Champagne v. LPSB.  Motion carried.

2.         Regular Session

Motion (Trahan, Babineaux) that the Board go back  into Regular Session.  Motion carried.

3.         Action Resulting from the foregoing executive session in the matter styled (a)"Hebert v. Lafayette Parish School Board," Docket No. 2012-4362 on the records of the 15th Judicial District Court

Motion (Babineaux, Cockerham) that the Board direct the attorney to proceed accordingly in the matter styled (3)"Hebert v. IX.        ADJOURN

            There being no further business, it was moved by Cockerham, seconded by Babineaux and carried that the meeting adjourn.
