The School Board of the Parish of Lafayette, State of Louisiana, met in regular session at its meeting place, the Lafayette Parish School Board Administrative Building, Board Room, Lafayette, Louisiana, on Wednesday, June 6, 2012 at 5:30 P.M. pursuant to notice given in writing to every member.

I.          MEETING OPENINGS

The meeting was called to order by Cobb and opened with a prayer by Cockerham. Babineaux led the group in the Pledge of Allegiance.

 

OPENING COMMENTS-SUPERINTENDENT

The Superintendent informed the Board that he was pulling Approval of the Revisions to the School Social Worker job description from the agenda for further review.

1.         Sales Tax Collection Report for April 2012

 

Carl Meche, Director of Sales Tax, reported that this is the 20th consecutive month of positive collections.

 

Motion (Chassion, Beasley) that the Board receives the Sales Tax Collection Report for the month of April 2012.  Motion carried.

 

V.         REPORTS/INFORMATION/INTRODUCTION ITEMS

 

A.         INFORMATION REPORT

 

1.         8(g) Kindergarten (DSC) Kits Program

 

Christine Duay, Director of Early Childhood Program, informed the Board that this is one time money coming from the state to purchase DSC kits which are needed to facilitate statewide implementation using a uniform Kindergarten readiness assessment and that full implementation of the revised statue (Act 249) be accomplished by FY 2015-2016. This is the second of two installments.

 

2.         W. D. and Mary Baker Smith Career Center Update

Burnell LeJeune, Director of Career & Technical/Schools of Choice, informed the Board that all full time alternative programs will be transferred from the W. D. and Mary Baker Smith Career Center to the new N. P. Moss Opportunity School.

 

The Career Center will be transformed into a state-of-the-art technical center with a focus on state approved skills certificates, industry based certification programs, and dual enrollment programs. Students attending the Career Center will have the opportunity to earn academic credit through the Career Center’s successful “eCampus” program. Junior and senior students from all comprehensive high schools and eligible students from the N. P. Moss Opportunity School can attend the Career Center on a half-time basis.  Mr. LeJeune said students would receive “world class training for a world class career”.

 

3.         N.P. Moss Opportunity School Update

 

Burnell LeJeune, Director of Career & Technical/Schools of Choice, presented a powerpoint presentation to the Board which explained that the N. P. Moss Opportunity School will provide an innovative curriculum with instructional strategies, as well as psychosocial and wellness support to better meet the diverse, ever-changing needs of students for whom traditional settings have been ineffective. Major components of the program will include: overage acceleration programs; Connections; Exiting Pathways; Charter High School; and Discipline Alternatives – Academic and Behavioral Rehabilitation for students removed from a regular school campus for serious violations of the district discipline code.

 

4.         Spring 2012 Preliminary Assessment Results

 

Tom Spencer, Director of Accountability, Research, Evaluation and NCLB, provided the Board with an overview of Spring 2012 LEAP, iLEAP, and GEE results.  He said that the District as a whole as shown growth.

 

B.         INTRODUCTION ITEMS

 

1.         Carl Perkins Career and Technical Education Local Application Plan.  Action to be taken at a subsequent meeting.

 

2.         Purchase of Property Adjacent to Milton Elementary/Middle School.  Action to be taken at a subsequent meeting.

 

3.         Request for Proposals for HVAC Maintenance Contract.  Action to be taken at a subsequent meeting.

 

4.         David Thibodaux Career and Technical High School Conversion to a grades 6-12 STEM Magnet School.  Action to be taken at a subsequent meeting.

Motion (Chassion, Cockerham) that the Board approve the Personnel Changes for June 6, 2012. Motion carried.

 

2.         Approval of the Dean of Students Job Description

 

Motion (Chassion, Babineaux) that the Board approve the Dean of Students job description.  Motion carried.

 

3.         Approval of the Community Liaison Job Description

 

Motion (Chassion, Cockerham) that the Board approve the Community Liaison job description. Motion carried.

 

4.         Approval of the Reconstitution of Northside High School

 

Motion (Babineaux, Cockerham) that the Board approve the reconstitution of Northside High School due to the poor performance in a number of areas, such as School Performance Scores, Dropout Rate, and projected AUS (Academically Unacceptable Status) in this year’s score calculations, we are recommending the reconstitution of their teaching and support staff. Motion carried.

 

5.         Redistricting Members of the Lafayette Parish School Board

 

Angelle said that the taxpayers of this parish have already paid professionals that draw up these zones and it has been approved by the Justice Department of the United States.  His recommendation is that we adopt those districts that have met all approval from the state and the federal government.

 

Motion (Angelle, Beasley) that the Board adopt the redistricting plan 5B-1 that was adopted by the Lafayette Parish Consolidated Government in 2011.

 

After some discussion, the motion was withdrawn until all Board members can be in attendance to vote on this agenda item and that it be placed on the June 20, 2012 Regular Board meeting.

 

6.         Carpet Mats Bid

 

Motion (Chassion, Babineaux) that the Board authorize staff to advertise and accept bids for carpet mats. Motion carried. Cobb abstained.

 

7.         Creation of Board Executive Committee

 

EXECUTIVE COMMITTEE

 

Members of the Executive Committee will consist of the Board President, Vice President, Immediate Past President. 

 

FUNCTIONS OF THE EXECUTIVE COMMITTEE

 

General:     To receive, review, and make recommendations on matters related to the Board.  To act on behalf of the Board in certain cases when requested or referred to by the Board.

 

Specific:      The specific functions shall include, but not be limited to the following:

 

1.         To take final and binding action on behalf of the Board in the following cases:

 

A.         When the Board has authorized it to do so on a specific matter.

 

B.         When an emergency is declared by the President and when the entire Board, in the discretion of the President, cannot be assembled in time to handle said emergency.

 

2.         Security - including all phases of law enforcement, unlawful activities and discipline.

 

3.         Policy Drafting - any policy proposal shall be sent to the Executive Committee for drafting.

 

4.         Accept for study and recommendation matters referred to the Executive Committee by the Board or Board President.

 

Motion (Chassion, Babineaux) that the Board review and approve the creation of   Board Executive Committee.  Motion carried.

 

VII.       REPORTS

 

A.         Public Comments

 

NJROTC students from Northside High School expressed their concerns to the Board that the program not be dissolved.

 

B.         Board President/Members Comments

 

Discussion held on the possibility of moving the Regular Board Meeting of July 4th to another date. Chassion thanked Ms. Patricia Mayfield, retired teacher at Northside High for her years of service.  He also thanked Katie Landry, Deputy Superintendent for all that she has given the school system; Beasley and Babineaux also thanked Ms. Landry; Cockerham thanked the Board for voting on the Northside High reconstitution; Bouillion said the state department released dropout rates and complimented the Lafayette Parish School System for decreasing the dropout rates; Beasley thanked Phyllis Bartlett for her service in the federal programs; Cobb said he appreciated the support staff, thanked Ms. Landry for her service that has distinguished her from other people and that our expectations are high and we want our kids to have the best.

 

C.         Superintendent Comments

None

 

VIII.      EXECUTIVE SESSION

 

1.         Discussion of an Employee Matter

 

Motion (Babineaux, Bouillion) that the Board go into executive session to discuss an employee matter.  Motion carried.

 

Motion (Chassion, Cockerham) that the Board go back into regular session.  Motion carried.

 

IX.        ADJOURN

 

            There being no further business, it was moved by Chassion, seconded by Cockerham and carried that the meeting adjourn.
